This verse is found in Romans 12:19. I believe it was made so people didn't take revenge into their own hands.

So someone who wants to hate and trying to avenge something for themselves and quoting this verse obviously did not get the point of what God was trying to say..

This is about Karma.

We reap what we sow. When someone hurts you, you need not take any action or try to get revenge. They will reap the consequences of their action.

It's a universal law.

We should be thanking God for saying "revenge is mine.' Otherwise this world would be very messy when everybody went out avenging the bad that has been done to them.

It's a convenient line but not only that. It's wise words that helps us all.
